Staff Book a Vehicle
A pool vehicle is booked in advance, the same way a meeting room is. Everyone can see what is free and when.
The Locker Releases the Key
They tap their card at the Key Locker. It releases only the key they are authorised for and have booked, and logs who took it.
The Trip Is on the Record
The vehicle's trip is logged against the booking and the person. If a question comes up months later, the answer exists.
